Course objectives
The course provides basic knowledge for the understanding of the process of European integration, European institutions and European policy-making. We try to find out how the institutions work. We also will discover how political actors try to formalize political decisions. In this respect we focus – in case studies – on several policies, the process of policy-making and the European policy cycle.
Contents
- European history, European law, and fundaments of European integration.
- Institutions: The Council of Ministers, the European Commission, the European Parliament, other institutions; structure and functioning, reform patterns.
- The standard policy-making procedure: Commission - Council - Parliament. The internal policy cycle including paper drafting by the Commission, green books, white books, initiatives, … .
- Uploading and downloading: Policy formulation and policy aggregation, implementation by national institutions. Policy formulation within the nation states and among nation states.
- Redistributive policies: Agriculture and regional policies. Why and to what end redistribution? General lines of the European budget.

Teaching method
The module will be offered in the form of lectures, illustrated with relevant case studies. The actual cases will lead to a better understanding of the functioning of the power triangle and will illustrate how political decisions come about. For the case studies some team presentations will be organised.
Assessment
Written examination.
